Shall issue doesn't mean anybody who asks is eligible, it just means if you meet the eligibility requirement the issuance isn't discretionary on the part issuing authority (Department of Public Safety). Believe me, my home state, before the legislation was changed, left pistol permits at the discretion of the local Sheriff, which pretty much meant that they never issued them to blacks. However, citizenship status is not one of the qualifications in Texas, you only need to be a legal resident of Texas (and there's further provision for legal residents of other states).
Texas allows for non-residence permits and recognizes permits from about 44 other states.
