The first question is if this is her first offense. There's a statutory bar in Colorado for DUI transfers if it is a second or later offense.
The court is not usually involved, the probation office in Colorado is itself a part of the judicial branch. If the probation officer is willing, they will via the interstate compact, request that Michigan take the transfer. Michigan, if willing, will send their proposed conditions back to Colorado for approval. If Colorado approves then the actual transfer will be set up.
It's fairly routine if the probationer is in good standing and has a reasonable reason for the transfer. It, however, can take two months or more for the paperwork to move back and forth on the minimum of two round trips that it takes to set things up.
