Here's a couple of things that you and the owner have to understand.

"Telling" people something is a waste of time. You have to put them on written notice (in this case to the mother who is the lessee) and you have to do so in compliance to the state laws that apply to mobile home parks.

You and the owner need to sit down and study those laws so you can deal with these people legally and from a position of strength.

If the son is engaging in any criminal activity you call the police on the spot.

If not, you put the mother (lessee) on written notice (according to the law and the provisions of her lease) as to any violations and the consequences thereof.

And if the violations are not cured by the deadline, it's the owner that will have to handle the eviction through the court (or the owner's lawyer).
