driving a few Lyft shifts here and there
You're missing it. With Lyft and Uber, the drivers have to be logged into the app. On the Uber and Lyft forums and from someone with a contact in EDD, the claimants are being asked for their logs. If they aren't logged in all day and are cancelling jobs, those people are not getting partial UI for exercising their choice to sit around when they don't feel like driving. However, claimants from remote areas are fairing ok because they can realistically be logged in all day and there is not one single request for their services.

It's like having a full-time job, and the employer says, "you can show up whenever you want," and the person not coming to work but one day a week to earn up to the earnings exclusion. Do you really think that person is entitled to partial UI?
