Default Who Do I Sue In California

My question is ... Do I sue the agent for the property management since she is the person I dealt with, paid the deposit and rent to, and the one that told us our work would be deducted from the rent but never was? Do I sue the Owner of the property since her name is the only one listed as the plaintiff when I was evicted? Or both??

The owner has your money. It sounds like the agent is merely a witness. If you need your situation analyzed for litigation, you should consult a lawyer.
