Has Adult Protective Services been notified?
Is the 82-year-old of sufficiently sound mind to have told the police that she is NOT a victim and that she has no problem with what has thus far been done? (This is most often the biggest stumbling block to any investigation.) The police need a cooperating victim/witness in order to pursue criminal charges. No proof equals no case.
Is there objective proof of any intentional poisoning? Or, is this a supposition or belief?
And, unless legally mandated to do so, the caretaker has no legal requirement to "coordinate" healthcare with a "healthcare-credentialed" (whatever THAT means) son.
The condition of the yard, observations by friends, etc., are not proof of abuse or legal neglect. If family is concerned, they should consult attorneys and seek to wrest control of mom from the daughter that currently has it.
Acting against the city is foolhardy because the city has no affirmative duty to protect anyone, much less from themselves.
