My question involves civil rights in the State of: California. As enabled by 82 yo's self neglect, after the daughters theft of all her savings, the mother gave her general POA. Daughter using the POA to shield herself from that police investigation and other acts; police saying POA is barrier to their successful prosecution. Mother's self neglect strongly psychologically controlled. Emboldened daughter has recently taken to overt poisoning of the cardiac-compromised mother with hard liquor. There is documented hate speech when the narcissistic daughter has said and acts that others "have no rights". Daughter has structured mother's medical care to prevent coordination of mother's healthcare providers by healthcare-credentialed son. All the observable trends, including maintenance of the mother's house (dying landscaping/broken appliances/), point the same way. All mother's friends have seen the recent mental and physical decline and provided declarations. Los Angeles more lip service than action about Senior Abuse. This mother has longevity and life goals. Who are the state and fed entities and what causes of action of final resort to defend this senior's rights or act against the city?
