When and how is this supposed to happen?
OH is a state that does REdeterminations that are 6-week wastes of time. It takes what many people think is a 2nd appeal before you get a judge that is paid to think to make a decision.

Steps:

Initial determination.

Appeal that is really a REdetermination that invariably results in the exact same decision.

Appeal again, this time you get a hearing.

OH and MI follow this process, and maybe some other states so when residents in these states say they "appealed" they are one step behind most anyone else and really do have a shot at fixing things.
