    Yes, it looks like cross-contamination from another vat of food -- a stray bean or rehydrated pepper. I'm leaning toward a string bean due to the color, but that could be a distortion from the camera or lighting.

    That is a hot red chili pepper. Look up the recipe for orange chicken.

    Panda Express's "orange chicken" is not much beyond "sweet and sour", but they do use rehydrated peppers (and string beans) in other dishes. If I were to make my best guess of what the photos show, the top one looks like a bean, the bottom one more like a pepper. I suspect that both came out of a tray of "Shanghai beef".

    I didn't see the pics but they also use those hot little red peppers in the Kung Pao Chicken, which my wife gets religiously when we dine there.
