Default Can You Apply for a Probation Transfer After a Prior Denial

My question involves criminal law for the state of: pennsylvania and oregon. my husband(not legally married yet) got into some trouble a few years back and was sentenced to do some time. long story short he did his time and was released on parole out in pennsylvania. now i live in oregon. he was eligible for transfer this past may but it got denied and im not sure why. im not sure if oregon or pennsylvania denied the transfer. the address he used is legit but they were never contacted for an investigation.

my question is, is he able to reapply for transfer? and would being legally married make any bit of difference. we have our family here in oregon and he has an amazing support system here as well. he is able to get a job as well as follow all rules of his probation. his mental and physical health will be much better here in oregon.

what can i/we do to get him to oregon? we are tight on money so we dont really have money for lawyers. we are stuck in a bind and are desperatly trying to grt him home.

Can he apply again? Sure. Will he have a better chance than last time? We have no information about the prior denial, and thus do not even know if the circumstances that led to the prior denial continue to exist.

He can try and take his chances. I doubt him being married makes a difference but it's going to depend on who is reading over his submission in Oregon. If Oregon doesn't want to take him on then they won't.
