    But there lies the problem, she said she won't sign delivery of the letter. And officially I don't know where she lives. The PI told me where she went after she left, but it's been months and I don't know for sure she is still there.

    I don't know what you think you're dodging by using "officially" in this context. If your PI has found her, then so can a process server. Get her served properly and stop trying to cheat the process.
