Default Can You Be Criminally Prosecuted for Failing to Complete Work for a Client

I am being threatened with police report and warrant for arrest by a person who claims he gave me down payment for a job and I returned the furniture (antique restoration ) not restored , without doing anything to it .

There are 2 issues in his complaint - the estimate was for a larger group of pieces and the down payment covered other work I did for him and also I have photo proof working on the furniture I returned , I just didn't finish it nor I asked for compensation for what I didn't do .

He uses my words against me and accuses me of lots of things through a third party , I blocked him on my phone but he could email me - he emails other people we both know instead .

Can he really have a warrant arrest for me for theft by conversion (he claims he will file police report and have arrest warrant for me for the amount of 500$ under theft by conversion accusation

Should I just give him his money back although I'm right and he didn't pay me for more than I already did on site for him ? In front of him ? It's basically his word against mine
My question involves civil rights in the State of: Georgia
