well, what he did WAS theft. No, generally the receivers are not found, investigated or charged. It is possible if the store/business knows who they are that they will ban them from the store/business. The largest losses employers have usually come from employee theft/giving things away for free when they do not have the authority to do so. Unfortunately because he admitted to give some away for free, now he will have a hard time not be charged for ALL the losses or at least the increase in losses since he started. I am going to tell you that most thieves are going to underestimate what they stole. Unless he has tracked it from his side, the employer is probably going to have more evidence of loss than he is. It is possible that they have him on video and could prove a pattern of more than $x per shift/week, etc. And can prove from lost inventory reports what was taken. Unfortunately theft by others might stick to him because he was also stealing.
he really ought to see an attorney .... because once this gets on his record he is going to have a hard time ever getting a job with anything that handles money/finances.
