Default Should Rent be Prorated if You're Move-In Date is Delayed

My question involves landlord-tenant law in the State of: California

I am about to rent a place from Starr Property Management and I was actually supposed to rent and move in on the 18th of July. I do not have the keys and am not in the building but they are telling me I'm liable from the 18th up to July 31st for the prorated amount for August. Is that wrong or right?

What date does your lease start and what is the reason you did not move in on the 18th?
