Default What Are Your Rights if You Have to Vacate a Rental Unit that Fails Inspection

My question involves landlord-tenant law in the State of: New York, Boro of Brooklyn.
My good friend has lived in a basement apt for 8 years. It is an illegal apt. Apparently the landlord did some "work" on the gas and electric to add this apt to another apts meters. My friend lives with his elderly mother, shes 80. He had no idea the gas and electric was juryrigged. A city inspector locked the gas, and told him he will have to move. They are poor and will have a hard time getting out quickly. Any advice or information on help he can get would be greatly appreciated. I dont want to see them on the street.
