Actually, the police may choose not to return a 17 year old home in Texas but there is nothing preventing them from doing so. It will depend on the policies of the particular department.
And it is quite true that the 17 year old's parents can come get her, ground her little ass, and put all kinds of legal restrictions on her that she won't like at all.
In addition they can slap a restraining order against the 30 year old man, and maybe even worse charges.

They can take the door off your bedroom, take away all your electronics except where needed for school, and require any school use to be done under their supervision. They can take away everything you own except two changes of weather-appropriate clothing, and take all the furniture out of your room except for a mattress on the floor. AND in some circumstances they may be able to slap a restraining order on Mr. Wonderful and if he contacts you after that by any method up to and including smoke signal toss his ass in jail.
Legally? Your parents OWN you, even in Texas, until you turn 18.
You need to stay at home until you know the difference between 28 and 30.
