They can apply and it would be best to have someone translate for them so they understand how everything works.
Specifically, LPR you do not need to have English fluency. However, if they end up applying for naturalization, they will need to demonstrate English fluency. Of course, they have five years from the time the get the green card until that's an option so immersion can work well if they expend the effort.
