Default Can a Runaway Collect His Property From his Parents After He Turns 18

My question involves juvenile law in the State of: North Carolina

I have a friend who ran away from home due to family problems and in a few months he's about to turn 18. How would he go by and get the things he needs to start a new life such as ID and SS card?

He doesn't have a driver's license already? He can go request a new SS card. http://uwc.211ct.org/social-security...lacement-card/

His parents were really strict and after looking at what is needed I don't think he has anything like that nor would his parents give them to him. So how would he do it?

If there are items at his former home that are truly his, he can ask nicely and see if his parents let him take them. Once he has done that, if they won't cooperate, he can come back here with the details.

You mean he didn't think to grab his birth certificate and SS card on his way out?

Birth Certificate - See Page 2 for ID requirements:

    http://www.vitalrecords.nc.gov/docum...n_20161101.pdf

Social Security Card - See instructions for ID requirements:

    https://www.ssa.gov/forms/ss-5.pdf

State ID card - if he doesn't have, or can't qualify yet, for a driver license:

That's the problem with running away from home - you are left to your own resources unless you are returned there. So, if he lacks those items, I recommend he follow the information provided in the links included in adjusterjack's reply.
