Default Criminal Records and Department of State Job

Back in my freshmen year at West Virginia University ( he is a resident of PA) my "friend" recieved an underage posession of alcohol. He went to court and pled guilty even before the court date. I beleive it was a municipal court not a magistrate. He did the community service and payed the fines and now he is up for an internship at the Dept. of State. He will undergo a background check performed by the Bureau of Diplomatic Security for a secret level clearance. Has anyone had an experience with the Dept. of State and background checks? Also, is there a place he can go to even see if there is record of his citation? He doesn't want to claim it happened on the security questionaire if there is no record of it?

Thanks for any help you can provide!

If he lies and is caught, odds are he won't get the job or would be terminated as soon as the deception is identified. Is it worth it?
