He probably wasn't legally allowed to keep you from your property. But either way, my advice is the only way to go:
1. Pay to get your car back.
2. Sue him.
At this point, the police aren't going to help you (even if they ever were). He no longer has possession of your property.
The towing storage charges are just mounting up. No matter what else happens, the towing company is not going to release your car until they are paid. If you wait too long, they'll just sell it.
