Default Back bill for dog feces may or may not be your dog

    Hi!
I have a question about something taped to my townhome garage when I came home today. The community manager of my townhome left this note:
I am informing all residents who own a dog that we have elected to bill back residents an hourly rate of $30 for the cleaning up of dog feces. You will receive an invoice for the amount due. My townhome is right next to the mailbox area where everyone gets their mail and lets their dog go. How can they bill me for something they have no proof of. I'm not kidding you my dog is 85 pounds and his feces are large. I have stopped picking up other dogs feces because it's not mine. Do I have any recourse here? Should I photo my dog going and me picking it up? Don't they have to show proof for the maintence fee? I'm pretty much certain with this note they no longer want to be dog friendly but why not just say that, by the way under new management. Thanks!
My dog is old and a good boy and I do pick up his feces.

wanted to add we are next to a nature centers and many trails, many people pass through here to get to the trails, don't know if that matters but thought I'd include it.

Is there anything in your lease on this subject, or general provisions relating to groundskeeping or garbage removal which might apply?

There is an addendem to my lease for my dog just saying he can't roam free, can't damage property. Garbage and lawncare are provided by the community. As I stated before I'm thinking they are getting rid of the dogs, which is their choice but I'm not paying for picking up feces, it is biodegradable. Ah, just sad they are going this route. Perhaps I should backbill for all the dog stuff I picked up! lol kidding. I'm not getting rid of my dog but I'm not paying for others stuff.
