Understand that not all landlords are required to accept ESA's. Exemptions include buildings with 4 or fewer units, one of which is owner occupied; single family homes where the owner does not use a real estate agent to buy or rent the property, and the owner owns less than three single family houses.
If the property does qualify, the law requires your BF to send a letter to the landlord requesting reasonable accommodation for a ESA. This letter is to be sent as well as approval from the landlord PRIOR to acquiring the animal. As of now, your BF is in violation of his lease and can be evicted if not corrected within the 7 days.
