Emancipation in California requires you to remain in school until graduation, so since you are not willing to do that, you will probably be denied. You will have a lot of problems supporting yourself without a diploma, here or in Mexico. I think you would be a poor candidate even for California's liberal emancipation rules.
Well, so far you seem to have met two requirements of being older than 14 and not wanting to live with your parents.

Problems that you'll have begin with the fact that you have to actively be attending and doing well in school and earn enough money to meet the financial obligations to fully support yourself. When I say fully support yourself I mean pay full market rent, utilities, insurance, groceries and all of the myriad other miscellaneous expenses that are incurred and I can definitely tell you that it's more than you realize. What seems substantial to someone who is 15 1/2 is not substantial to someone paying their own freight.
You history of being expelled and stated plan of completing your studies in Mexico are not helpful. Mexico won't care even a little bit about you being emancipated.
In short, your plan is not going to happen. Emancipation is not just about moving out because you don't like your parents and are dissatisfied with your present circumstances, it's about minors need to be able to sign contracts on their own behalf due to not have parents or other similar circumstances. The reason for this is due to the fact that children are, how to put this....oh, I've got it; stupid. Yes, that is my own personal opinion, having raised two children to adulthood They're still ridiculous and becoming less so with every passing day but still ridiculous. You are far more ridiculous and have so many days of being stupendously ridiculous ahead of you that it's preposterous. This is why children are so rarely emancipated. Because they're stupid.

Emancipation - even in CA - is exceedingly rarely granted, and, most often when the child - through no fault of his or her own - is already acting on their own and making their own way.

You will have to prove to a court that this is in your best interests. You will also have to show the court how you can support yourself (without government aid) and continue schooling through high school. I would think that asking the court for emancipation just so you could move to Mexico is unlikely. When you are age 18 you can choose to make your own way if you so choose. Why the rush to get on with your life? Life on your own can be expensive, and I doubt that you entirely realize just how expensive and complicated it can be. And why your parents are supporting this misplaced dream is beyond me.
