My question involves a traffic ticket from the state of: ohio

I am a class A cdl driver (semi truck). Today 3/7/17 on my route I was following another semi on a two lane state route. I saw a detour sign for the road that I was on as I passed it. It stated that the road was closed ahead in 2 miles, local traffic only. The other driver went straight also, I figured there would be a county road or a place to turn around up ahead, there was not. Roughly a quarter mile from where the road was closed ( they were replacing a train crossing) traffic came to a stop. there were two semis stopped along with a county sheriff's car. The sheriff proceeded to write citations for the three semi in front of me for failure to obey a traffic control device ( orc 4511.12).
As the deputy approached me, I informed him I was looking for a place to turn around. He informed me everyone of us "truckers" were being cited. I had done nothing wrong, at the time I was still on the state route which is legal for me to be on. The deputy did not cited any of the cars that were stopped, only the trucks.
I asked to speak to his supervisor, which I did on the phone. I explain my situation, he stated there was nothing he could do. When asked why he couldn't post an officer at the detour sign, the supervisor stated the county could not afford to. As I turned around I asked the railroad workers if the sheriff had been there all day, they stated that there had always been someone there writing tickets, since the crossing had been out.

My question is this: Is there anyway this is legal? What is the best route to take to fight this? if I'm guilty, wouldn't the drivers of the cars be guilty also? This incident was taken right from the script of the Dukes of Hazzard, I wouldn't be surprised if the Oak Ridge Boys were forced togive a free concert somewhere in the county.
