Default How Old Must a Minor Be to be Charged with Assault

A fifteen year old girl has been threatened by another girl at school, and is afraid of being assaulted. When her parents spoke to the police, they told her that the other girl was under sixteen and thus could not be charged with assault. Is that correct, in Colorado?
