If a couple is young, and the U.S. citizen spouse is only twenty years old, can she sponsor her husband for legal permanent residency, or do you have to be older to sponsor somebody for a Green Card?

The question is one of income, not of age. If the wife is a legal adult and has sufficient income to sponsor her husband, she may sponsor him. If she does not, she will need to seek a cosponsor, or they can look for somebody else to be the sponsor.
