As long as they meet local residency requirements, either of them can file for divorce where they reside and get, at a minimum, a judgment of divorce. They will have to serve the other spouse. If the divorce is filed in a different jurisdiction than where the marital property is located, it will require the other spouse's consent to divide the foreign assets in the divorce.
They can also agree as to where to file, stipulate to the resolution of all of their issues in that divorce action, and work cooperatively to get the divorce. When deciding where to file they can consider such factors as the cost of filing, the complexity of the divorce procedures, the location of their assets, and which spouse is most willing to do the legwork.
