If your garbage can is at the end of the driveway but on the grass is that considered public or private property? It isn't in the road at all just near the end of the driveway. Isn't there are a law about that?

In what context? For a police search? For random people rummaging through your trash? For something else?
For a police search. I read in the city code that unless its on the street its consideredprivate property and they can't take it. But someone told me something about this thing called.... city right of way. It says that from teh middle of the road out about 10 or so feet it considered county property.
Is that true?
Florida appears to follow the policy of most states, that there is no reasonable expectation of privacy in garbage left at the curbside. State v. Schultz, 388 So. 2d 1326, 1329 (Fla. Dist. Ct. App. 1980).
