Default Can a Seventeen-Year-Old Avoid Having to Move With a Parent

A seventeen-and-a-half year old high school student lives in California. Her mother is technically the custodial parent, but the girl doesn't live with her mother. The mother just got a job in Ohio and told the girl that she has to move. The girl has lived in California her entire life, wants to finish high school where she is, and wants to go to college in California. How can she avoid having to move? Does she have the right to refuse to go to Ohio?
