Default Landlord Won't Allow an Emotional Support Animal Due to a No Pets Policy

A parent in New York has two high functioning autistic children, and their doctor has written a letter prescribing for them an emotional support animal. Her landlord refuses to allow her to bring in the animal, a dog, claiming that it violates the apartment's "no pets" policy. Can she get the dog registered as a service animal or make the landlord waive his no pets policy?
