    Sticky fingers are not a financial problem. They are a psychological problem. She needs to talk to someone about this, like a counselor or a pastor. There are plenty of helping agencies that will help parents get toys and activities for their children if the children are in need of, say a birthday gift or something. But she did this not because of need, but because of something that's going on in her head, and now she's feeding off the "OH GOD!" anxiety and angst and drama rush that she is getting worrying about it all. You need to encourage her to get help, not try to justify her actions or help her worry about prosecution.
