My question involves landlord-tenant law in the State of: California

My cousin and his friend moved in with me no longer than 4 months ago and stupid me, only did a verbal contract. Friend is wanted out by both my cousin and I. I printed out a 30 day eviction form and did that and had my friend give it to unwanted roommate. I didn't know I was supposed to give it to the sheriff and have them file it and I didn't think of it since it was just a verbal contract and I thought he would be good on it. Stupid me. That was given to him on the 11th of January. Throughout the month I wrote him maybe two letters (because of our work schedules, we do not really see each other so this was the only way to contact him at the time.) asking him to clean up after himself, or his dogs, or to pick up after them in the back yard, which all were part of our verbal agreement too plus more, and hinting about the 30 days coming up. He never acknowledged my letters or anything but he did take them and read them.

Come February 11th, I move his stuff from the living room to the hall way and what little I had into the corner so I could get to my closet which his couch, table, and fake Christmas tree were blocking. In the room there were also packed boxes of his and his TV and what not so I figured I would put them with his stuff too even though they were not in my way at the time since he was moving out anyways and so I could clean, since my house is thrashed from him and my dogs and I am OCD and Mr. Clean and like my house clean. I needed my closet cleaned out because my best friend broke up with his girlfriend and needed a place to store some stuff, which I could help with with my extra closets. The closet just needed cleaning because I had a bunch of my junk and other random stuff in there from my breakup 8 months ago that I never touched, but I couldn't get to it without moving some of his stuff. Did that and I guess I accidentally broke his antenna, it was plugged into his TV and the part that plugs into that is broken. I will be honest that I was pissed because I woke up to exactly why he was getting booted out and what my letters were mostly about so I might have not be too gentle on some things. He came home, freaked out about his things being in the hallway, and said he is getting a lawyer, that what I was doing was illegal.

I did break his TV, which I agreed to buy him another one right when he told me that because I wouldn't want him to go around breaking my things so I was willing to replace anything that day. I sent him a long text but he never replied to it. After the 11th, he stayed one more night and hasn't stayed another night since. He has been coming back in the morning for some of his things, packing up, etc.. Before he left he told me about his TV and then left without even letting me talk about it. I sent him a text message saying I would buy him another and whatever else. Next day he agreed on the new TV, but that was in person.

He gave me paperwork on what is illegal and what self help evictions and lists things that I cannot do and that are illegal, but I haven't done anything except break his TV antenna and glass cup (dollar at most maybe, TV 140).

*Cutting off or interrupting a tenant's utility service.
*Preventing a tenant from gaining reasonable access to his belongings by putting new locks on
*Removing doors and windows on tenant's unit
*Removing a tenant's person property without the tenant's consent or after an abandonment of unit

I haven't done any of those things except the TV and cup, which I said I would go buy him a brand new TV that day I found out.

I have put cameras in my house now in the living room, and have had outside ones, to watch my room, my cousins, and my computer room so he doesn't go in there while no one is home and they show that he is packing up his things and slowly loading them up into his truck day by day.

He has dogs that haven't been here since the 11th so he has obviously a new place he is staying since no dogs and he hasn't slept here since the 11th.

So when can I legally change my locks and finally have him get all his belongings out so I can get on with cleaning my house up so it looks nice again and not like the local dump? Do I have to go to the sheriff and go through them or what do I have to do? :/ He hasn't paid me for this month either so he got half a month living here for free, but I'm not worried about that as long as he is just gone.
