    Default Is a Landlord Liable for Injury to a Tenant After Denial of a Lock Change

    A woman was robbed and assaulted in her apartment, by people who had gained access to the building and were loitering in the hallway. They forced their way into her apartment when she opened her door. After the incident she asked her landlord for permission to change her locks. The landlord refused to give her permission, even though she offered to cover the cost. Nine days later the same people returned, and somehow gained access to her apartment, where she was again robbed and was sexually assaulted. Is the landlord liable to her for her injuries and losses, given his refusal to let her change her locks, under New York law?
