There would be no reason that a landlord could not advertise a rental as being "as is", but that would not reduce the landlord's obligation to provide a safe, habitable rental property, or to provide repairs to the premises to keep them up to code and as required by law. While such an inclusion in an ad is a "red light" that tells you that you probably want to choose a different landlord, it has no legal significance.
