Default Ex-Roommate Refuses to Pay for Utilities and Carpet Damage

My question involves landlord-tenant law in the State of: Oregon

I just moved out of my previous apartment that I had with a roommate. When we moved in together my security deposit transferred from my previous individual apartment. We received my security deposit back in both of our names since she's on the lease however, she's refusing to pay half of the damages to the carpet she states that it's my responsibility legally as it was my security deposit. This is false right?

Also, does anyone know of the law in regards to utility bills and roommates? My roommate refused to pay any of our electric bill since June of 2016 and we didn't move out until December of 2016. The utility bill is in my name but she was on the lease and lived in the apartment so I have a leg to stand on in regards to getting the Utility bill money? Any help and direction would be extremely greatful.

When, how, and by whom was the carpet damaged?

If you can prove an agreement to split that bill, and that she did not pay her half, then you can sue her in small claims court to try to get payment.

The carpet damage is from when we lived there. The PGE is from when she lived in the house. She stopped paying her half of the bill in June of 2016 even though we still lived there.

You didn't answer Mr. Knowitall's carpet questions.

And as he said, you will need to PROVE she agreed to pay half the utilities. Are you able to do that?
