Default Does a Parent Have to Turn Over a Minor's Money When the Minor Turns 18

A parent is the custodian of a financial account held for their child under the Uniform Transfers to Minors Act (UTMA) in Utah. The child just turned 18 and insists that the parent give him the money that is in the account. The parent is refusing to turn over the money, insisting that he is still the custodian of the account. Is the child entitled to receive the money?
