Default How to Get a CDL After a DUI Conviction in Another State

A driver was convicted of DUI in Georgia, seven years ago. He later moved out of state and was able to obtain a regular driver's license. He is now trying to get a CDL in Florida and is told that he cannot do so because of a hold from Georgia. The Georgia DMV says that he must complete their DDS course and pay a reinstatement fee before they will release the hold. Does he have to fulfill that demand to get a CDL?
