She can file for divorce in the U.S, in her own state and county of residence. She will need to serve her ex- but, even if he's in another country, most people are not actually that difficult to track down. If she makes a reasonable effort to locate him or to serve him after locating him, and is not successful, she can ask the court to permit substituted service -- service by means other than in-person service that the court deems sufficient to give him notice of the divorce proceeding.
