To obtain a pardon he would need to employ an attorney that handles such things. There may be another way to get off the list, but I am not sufficiently knowledgeable of the ins and outs to know all the possibilities.

Because this is the story YOU are told does not mean that is the story that will hold up. This might require the girl in question testifying before a court that she lied - at mom's insistence - to get step-dad in trouble.

The biggest kink in the plan may well be HOW the conviction came about. If he entered into a plea deal where he admitted guilt, then he may well be hosed. If he entered into a plea deal which involved a "no contest" plea, he may be in a slightly better position. Again, an attorney who specializes in this kind of record clearance might be advisable.
