Tenants recently had their home burgled and, upon talking to their landlord, learned that the locks had not been changed or rekeyed when the prior tenants moved out. There was no sign of forceable entry, so the tenants believe that the burglars may have gained access with a key, perhaps one from a former tenant or a copy made by a former tenant.
The landlord says that he won't pay for the locks to be changed, but that he'll allow the locks to be changed at the tenants' expense. Can the tenants force the landlord to change the locks at his own expense, under Ohio law?
