Default Can You Use a Power of Attorney to Stop Your Parent from Making Bad Decisions

If your elderly parent has dementia and is no longer capable of making informed or responsible financial decisions, can you use a durable power of attorney to limit their ability to access and spend their money? For example, can you somehow use it to get a bank to lock an account down so that the parent can't withdraw money, write checks or use a debit card, without your approval of the transaction? How can you stop a sibling from taking financial advantage of the parent's mental state in order to obtain "gifts" that are draining the parent's assets?
