Default When to File Form I-485 for a Relative

A U.S. citizen has petitioned for the immigration of his brother. The USCIS and National Visa Center have told him that they received the immigrant visa petition, but that it could be years before a visa number is available. He's presently visiting the U.S. as a tourist. Would it help to file form I-485?
