Default Can a F1 Student Get I-131 Travel Documents for a Medical Emergency

A F1 student was crossing the street and was hit by a car, and suffered a complex, compound fracture requiring more than a month of hospitalization and two surgeries. The student has very limited mobility, and has nobody in the U.S. who can help him during his recovery. Can he file for I-131 travel documents based upon the medical emergency, then return to the U.S. as a F1 student once he has sufficiently recovered from his injuries?
