    If you file Chapter 7 bankruptcy and get an order of discharge, is that considered to be a public record civil action?

    Is this for GSA Form SF86? ("In the last ten (10) years, have you been a party to any public record civil court action(s) not listed elsewhere on this form?") If so, and the discharge occurred more than seven years ago, you should report the bankruptcy under the "public record civil court action" section. Newer bankruptcies have their own section, and require the disclosure of considerably more information.

    In broad terms, bankruptcy is a civil action, and bankruptcy filings and orders are a matter of public record.
