Default Do You Have to Tell an Employer About a Dismissed Charge

A young adult was with some friends, and went onto the roof of a parking structure. A police officer found them there and issued misdemeanor trespassing citations. At the court hearing they were offered dismissal of the charges upon payment of a $75 fine, and they took the deal. Now he is applying for a law enforcement job in another state and has been asked about whether he has ever been charged with a misdemeanor or felony. Does he have to disclose the trespassing charge?
