Default Do You Have to Inform an Employer About an Expunged Charge

A couple of college students were engaged in a prank that went a bit far, and they were charged with a misdemeanor offense. They were sentenced to unsupervised probation and community service, and when their sentences were complete their charges were expunged. One of the students is now applying for a job with a Sheriff's Department, and has been asked if he has ever been arrested or charged with any misdemeanor or felony offense, and if he has ever been placed on probation. Does he have to disclose the expunged offense?
