Default Eligibility for Release Under Prop 57

My question involves criminal law for the state of: California. My husband was sentanced for a 11378 possesion for sales. Given max 3 years, and consecutively 2 more, 3years for prison prior. Total 9 years w 1/2 time to be served in county jail. No violence in his history. He has served the base sentence already shouldnt he be eligible under the prop 57 amendment for release. And how can I find an attorney to help with petition our habus corpus

You call up a criminal defense attorney and say "I'd like an appointment, how much is the retainer, I will bring a check."
