Default Does a School Have to Share Records With a Non-Custodial Parent

Two children were enrolled in school by their custodial parent, who has sole legal and physical custody. Their mother, the non-custodial parent, contacted the school, which is in Connecticut, and asked that she have access to the court records. The school counselor recommended denying the request. The mother then went to the superintendent of schools who stated that the school must give the mother access to the records as a matter of law. Is that correct, even though she has no custodial rights?
