Default Background Checks and Invasion of Privacy

If somebody finds out that a neighbor is on probation, hires a company to do a criminal background check, and the background check comes back with the neighbor's criminal history, can they share the report or information from the report with others? Can they tell other neighbors? Can they tell the person's employer?

Yes. You have no inherent privacy rights that would prevent somebody from sharing accurate information about your criminal history.
