There is no requirement based upon age alone. The duty would arise if the carpet presents a health or safety hazard. For example, if very old carpet starts to come apart at the seams, or there are places where the carpet is worn through to the pad, it could present a tripping hazard to tenants and their guests and should be patched, repaired or replaced. Similarly, if the carpet flooded due to a broken water pipe, torrential rainstorm or sewer backup and, despite (or due to the lack of) a diligent effort by the landlord, the carpet or pad becomes moldy or the carpet cannot be adequately sanitized, the landlord may have a duty to replace the carpet under the warranty of habitability.
If this is subsidized housing, the agency (or agencies) providing the subsidy may have additional maintenance rules that apply to the landlord.
